NATIONAL ASSEMBLY SESSION SUMMONED ON MARCH 25

NATIONAL ASSEMBLY
The session will convene at 11am on Friday and will be the 41st session of the current National Assembly.

It was summoned after the joint opposition made the requisition for it under Article 54 of the Constitution along with the submission of the no-confidence motion against the prime minister on March 8.

According to Article 54, once a session of the National Assembly has been requisitioned with signatures of at least 25 per cent of the members on it, the speaker has a maximum of 14 days to summon a session.

Therefore, the speaker had to call the lower house in session by March 22. However, the notification issued by the NA media department, a copy of which is available with Dawn.com, explained that on January 21 a motion was adopted by the National Assembly to allow the exclusive use of its chamber for the 48th session of the Organisation of Islamic Countries (OIC) Council of Foreign Ministers on March 22 and 23.

It further said that due to its own chamber's unavailability, the NA Secretariat had asked the Senate Secretariat to provide its chamber for the lower house's session but it was also unavailable due to renovation work.

The notification further said that the chairman CDA and Deputy Commissioner Islamabad were also approached for the provision of a suitable place outside the Parliament Building but "they have informed in writing that no suitable place is available at present in Islamabad."

"In view of the aforementioned facts and circumstances, it is evident that no suitable place would be available for holding the session of the National Assembly till 24th March," the notification issued in Qaiser's name stated.

"Therefore, in exercise of the powers conferred upon me under clause (3) of Article 54 of the Constitution ... I herby summon the session of the National Assembly on the first available date i.e. 25th March."

After the NA is in session, the rules of procedure dictate that the secretary will circulate a notice for a no-confidence resolution, which will be moved on the next working day.

From the day the resolution is moved, it "shall not be voted upon before the expiry of three days, or later than seven days," according to the rules.

North Korea imported more than 1 million facial masks and 15,000 pairs of rubber gloves from China in July, shortly before declaring victory over Covid-19, Chinese trade showed on Saturday. Pyongyang last week declared victory over the coronavirus, ending a little-detailed fight against “fever” cases that had risen to 4.77 million. It has registered no new such cases since July 29. Monsoon rains add to Karachi’s woes, kill two youngsters

A powerful monsoon system formed in the Arabian Sea caused torrential downpours in various parts of Karachi Sunday evening, but it claimed the lives of two youngsters. Sanctions could cause space station to crash: Roscosmos

Western sanctions against Russia could cause the International Space Station to crash, the head of Russian space agency Roscosmos warned on Saturday, calling for the punitive measures to be lifted. According to Dmitry Rogozin, the sanctions, some of which predate Moscow’s invasion of Ukraine, could disrupt the operation of Russian spacecraft servicing the ISS. Sindh govt seeks army's help in implementation of coronavirus SOPs

The government of Sindh has sought help from the Pakistan Army in implementing coronavirus SOPs as cases of the virus surge across the country. The provincial government has written to the Ministry of Interior, seeking the army's help for the civil administration under Article 245 of the Constitution. Sindh government said it would inform the interior ministry about details regarding troop employment and equipment after holding consultations over the matter. Pakistan Army continued its relief and rescue operation in Karachi: ISPR

Pakistan Army on Monday continued its relief and rescue operation in Karachi, Inter Services Public Relations (ISPR). According to a statement issued by the military’s media wing, the Army personnel removed rainwater from underpasses located at Golimar, Golimar and KPT, adding that these underpasses have been reopened for traffic. However, the dewatering process was continued in various areas inundated with rainwater, read the statement.
